The Central Luzon Health Research and Development Consortium (CLHRDC) lived up to its mandate to be a potent force in implementing health research activities in 2014
Thru the joint efforts of the four working committees: Research Management (RMC), Capacity Building (CBC), Research Utilization, Information and Communication (RUICC) and Ethics Review (ERC); it made significant strides to strengthen the system of collaboration among health-related institutions in the region and to develop and enhance their capacity to undertake health research projects for the benefit of the local population.
1. RESEARCH MANAGEMENT
Ia. Call for R&D Concept Papers
The call for proposals was made a year round activity by the Consortium by the RMC. A total of eight (8) proposals were submitted to the consortium and were sent to the RMC and Ethics Committee for evaluation.
Ib. Approved Proposals
Three (3) proposals were endorsed to the Department of Health – Center for Health Development III (DOH-CHD3) these are:
1.Health Seeking Behavior of Families Identified as Poorest by National Household Targeting System – Poverty Reduction (NHT-PR) in Region III – Wesleyan University Philippines (Approved for funding by DOH-CHD3)
2.Assessment of Out-Patient Benefit Package of PhilHealth in Region III – Wesleyan University Philippines (Approved for funding by DOH-CHD3)
3.Perinatal Beliefs and Practices of Aeta Mothers in Central Luzon – Wesleyan University Philippines (Approved for funding by DOH-CHD3)
Another call for proposals made last July and September, generated a total of sixteen (16) proposals.
II. Project Monitoring
For 2014, the following projects were monitored:
1. Hospital Waste Management of Government/ Public and Private Hospitals in Region III – Nueva Ecija University of Science and Technology (Approved for funding by DOH-CHD3)
2. The Anti-Hyperglycemic Properties of the Ethyl Acetate and Hexane Extracts from Kondol Leaves (Benincasa hispida Cogniaux) – Angeles University Foundation and Pampanga Agricultural College (Approved for funding by PCHRD)
3. Kinect-Operated Bed: Innovative Posture Detection and Bedsores Preventing Device – Systems Plus College Foundation (Approved for funding by PCHRD)
4. Health Seeking Behavior of Families Identified as Poorest by National Household Targeting System – Poverty Reduction (NHT-PR) in Region III – Wesleyan University Philippines (Approved for funding by DOH-CHD3)

The study entitled: Shift work and Sleep Disorders among Hospital Pharmacists (funded by Phillip Morris) by Angeles University Foundation was completed last year.
2. CAPACITY BUILDING
I. Seminar on Project Identification and Proposal Writing
The seminar was held at University of the Assumption last May 15, 2014. It was meant to enhance the quality and productivity of research endeavors in Region III through submissing quality research proposals for external funding.
Researchers were assisted in identifying the priority research areas that they can pursue thru the discussion of the RUHRA and NUHRA by the resource speaker, Dr. Roberto C. Pagulayan. Also, they were guided on improving the quality of their research proposal by satisfying the given criteria for evaluation in the regional and national level.

II. Training on Basic Research Methods
The 3-day training was held at Pampanga Agricultural College, Magalang, Pampanga last August 6-8, 2014. It aimed to equip researchers with the knowledge and skills in writing research proposals with the appropriate objectives, study designs and statistical tools in data analysis.
III. Training on Data Processing and Analysis
The Training on Data Processing and Analysis was held on November 22-23, 2013 at Pampanga Agricultural College, Magalang, Pampanga.
Dr. Ophelia Mendoza was again the resource speaker for the training. She is noted for being an author of a number of epidemiology books. She gave lectures on data processing and analysis, data entry and editing and the different statistical tools. She also emphasized the importance of using the correct statistical tool in the interpretation of research data especially in quantitative research.

IV. Seminar-Workshop on Writing for Publication
The Seminar-Workshop on Writing for Publication was held at Tarlac State University – Lucinda Campus, Tarlac City last November 7, 2014. It aimed to help researchers improve their research papers into journal-level submissions. Specifically, it provided the guidelines on the appropriate structure and style of presenting the content of their paper. Dr. Jose Ma. C Avila, Editor-in-Chief of Acta Medica Philippina was the resource speaker.

3. RESEARCH UTILIZATION, INFORMATION AND COMMUNICATION
I. Information Dissemination Campaign
One of the roles of the Research Utilization, Information and Communication Committee is to disseminate the on-going projects and activities of the CLHRDC. As part of their undertakings, the committee carried out promotional activities through publication of articles in regional/provincial newspaper/s, uploading of CLHRDC articles in websites of member institutions, press releases in local newspapers and guestings on radio stations in the region specifically in Bataan, Zambales and Pampanga.

II. Webpage Development/Management
The CLHRDC website, http://region3.healthresearch.ph/ is constantly being updated with articles, pictures, news and events. Based from the Data Analysis of RHRDC Individual Performance, CLHRDC is one of the active consortia in terms of website updating. The Consortium currently ranks first as of November 2014 for its efforts to this RHRDC undertaking.

III. Technology Forum
The forum with the theme: “Regional Forum on Inventions and ICT in Health” was held at the Nueva Ecija University of Science and Technology (NEUST) in Cabanatuan City last April 29, 2014. It aimed to provide the participants with possible research areas in ICT applications in health.

IV. Symposium on Health Research Projects in Region III
The Symposium was held at Systems Plus College Foundation (SPCF) in Angeles City last May 30, 2014. Completed researches from CLHRDC member- institutions were presented and judged in three categories, namely, Oral Research Presentation, Professional and Student Categories and Poster Research Presentation, Student Category. 1st and 2nd placers on both categories of the Oral Research Presentation earn the right to represent the region in the 8th Philippine National Health Research System Week Celebration in August.

4. ETHICS REVIEW
I. Organization of Institutional Ethics Review Committee
Letters were sent to member institutions requiring them to constitute their own Ethics Review Board. Of the 14 institutions, six (6) have an existing ERB.
A copy of the guidelines for establishing IERC from PHREB was given to those who haven’t established their IERC to strengthen their research capacity.
5. CLHRDC General Activities
I. 8th PNHRS Week Celebration
The 8th PNHRS Week Celebration was held at Radisson Blu Hotel, Cebu City last August 12-14, 2014.
CLHRDC submitted entries both in the professional and student research categories and were able to bring home distinguished awards and citations.
