LGU-San Felipe, Zambales headed by Mayor Atty. Carolyn S. Fariñas, warmly welcomes DOST-3 Regional Director Dr. Julius Caesar V. Sicat and staff.

The Expanded Implementation of Community Empowerment through Science and Technology or eCEST, is one of the priority programs of Department of Science and Technology Region 3 (DOST-3), with a vivid and clear objective of fully helping the poor communities in the region through the adoption of science and technology interventions in the 5 CEST entry points, namely: (1) Economic Development and Livelihood Opportunities, (2) Health and Nutrition, (3) Education and Human Resource Development, (4) Environmental Protection and Conservation, and (5) Disaster Risk Reduction and Management and Climate Change Adaptation.

 

One of the twenty-five (25) beneficiaries of eCEST is the municipality of San Felipe, Zambales. Technological assistance and interventions to the beneficiaries were formally turned over last June 7, 2019 at the turn-over ceremony in Brgy. Balincaguin Session Hall, San Felipe, Zambales spearheaded by Municipal Mayor Atty. Carolyn S. Fariñas and attended by eCEST project beneficiaries, DOST-3 Regional Director Julius Caesar V. Sicat, DOST Provincial Director Bernardita D. Montevirgen, and eCEST staff.

 


Director Sicat and Mayor Fariñas handed over high-speed sewing machines, edging machine to Kababaihang Zambaleña- Balincaguing Chapter for their livelihood project as well as new sets of kitchen utensils including a stainless-steel table for making squash delicacies to Rosete Chapter; and dual drum composter and portable biogas digester for the environmental protection and conservation program.

During the event, Regional Director Dr. Julius Caesar V. Sicat addressed the current state of the livelihood production in the area in which they are experiencing difficulties of producing crops such as rice, they are currently sticking with their raw sweet potatoes as their seasonal crop product. And he was also presented with the particular commodities namely; the chicharon bagnet, their local longganisa, different squash products, different kinds of rag, and pot holders and the likes. 

With the interventions eCEST has provided, it is expected to have a major impact in their livelihood as well as the environment. During his message, Dr. Julius Caesar V. Sicat ended his statement with "Ang DOST ay katulong sa pagpapa-ayos ng kabuhayan ng ating mga kababayan".

Municipal Mayor Atty. Carolyn S. Fariñas and the beneficiaries wholeheartedly expressed their gratitude towards DOST in improving the lives of their fellowmen through these projects and interventions.

Other eCEST interventions provided in San Felipe were SMARTer hybrid rice production, Science and Technology Academic and Research Based Openly Operated Kiosks (Super STARBOOKS), and Juan Time Clock (Philippine Standard Time clock).
